Adding security to my endpoints

In this process, I have been working on my test and secure my endpoints with flask_jwt_extended
-The first things I did, was to create a base_test file in order to run my test. The rest was to add the token to my user and incident tests files
-After I added the jwt_required to secure my endpoints with a token.
