Merge branch 'testconfig'

I started removing the core `--engine` option, but ended up spending all my
time refactoring the use of configuration in tests to be saner. So I pulled it
out, then rewrote it, and this is the result. I think it makes it much clearer
how configuration affects Sqitch, because now the tests create explicit config
objects with specific variables when they're needed, and relies less on
environment variables, mocks, and writing temporary files.

That said, this was a PITA: Config::GitLike is…let's just say its interface
and implementation is baroque. And then it was a lot of busy work. But I think
it was worth it. At least I hope it was.
