Reduce stick-to-air latency in some protocols with manual mixer scheduling (#532)

* Add support functions to allow protocols to schedule mixers to run manually.  Default is to run at 5ms intervals.  Repurpose medium priority callback code for mixers only since no other medium priority task exists.
* Change FrskyX, Devo, and SFHSS protocols to schedule mixer execution instead of relying on periodic mixer updates.
* Optimize mixer timing for Flysky and Frsky protocols.
* Adjust mixer start time dynamically in FrskyX. Due to other protocol operations minimum mixer runtime is 500us.  Change CRSF to stop UART on de-init to stop receive interrupts.
* Update SFHSS protocol to use dynamic mixer timing.
* Add SBUS protocol option to adjust packet period from 6 to 14 milliseconds.  Default is 14 for backwards compatibility.
* Add dynamic mixer timing adjustment to Frsky protocol.
