Add EregToPregFixer

ext/ereg has been deprecated since a long time and will be unbundled in PHP7:

https://wiki.php.net/rfc/remove_deprecated_functionality_in_php7#extereg

The fixer helps with the migration by substituting eregs with pregs.

This PR is based on #973 and #972
