fetch: Reorganize initial fetching functionality.

Loading the PMs and Streams data on initial fetch works well even if
done independently.  The code to do so is also independent, so instead
of mixing this up in a large function, simplify by splitting them up.

Also delete the duplicate action `fetchStreams` from `streamsAction`.
