Rework port allocation and selector timeouts. Fixes #184.

It turns out that some platforms lazily initialize socket data structures within the OS. In this case, sockets might not generate the appropriate events. Forcing them to initialize (e.g. by calling `#read(1)`) or just waiting a bit longer seems to have mitigated the flakey specs.
