Add stub files for checking with mypy

spead2 itself doesn't actually pass mypy (mainly because it still
supports Python 2 so can't easily take type annotations), but this
allows packages using spead2 to validate their usage.

There are a few cases with overloading that are overly strict, because
pybind11 allows non-default arguments after default arguments (they can
be used either by keyword or by passing all the default arguments
positionally), and mypy can't model that.
