[Feature #162170718] Add notification functionality (#48)

- write tests and implement functionality to give users
ability to optin and out of email (and or) in-app notifications
- add endpoint to get a user's notification
- implement email notifications using sendgrid
- save notifications to the database
- implement in app notifications using pusher
