Tests cleanup (#8)

* Test cleanup

Switch to use t.Run() /almost/ everywhere.  This allows for more descriptive
test names (no more list indexes!), parallelization (not enabled now), and
running a specific sub test from the command line.

Switch to got, want ordering as reccomended by
https://github.com/golang/go/wiki/CodeReviewComments#useful-test-failures

Clean up .Errorf without any % (should be .Error)

This change only affects the top level directory.

* Test cleanup for plm directory.
