perf(service): Rejig `POSTS_DYNAMODB_TABLE` to serve posts by `datePublished`.

What I thought I was pushing in 8023b7152...

This is pretty gross, and exactly what you're not supposed to be doing with Dynamo (creating a hot partition to get sortability), but I was going to need to do that on a GSI anyways to get this "default `datePublished` sort" functionality, so ¯\_(ツ)_/¯

I guess you get what you pay for?
