Refactor strict octal handling to allow spaces

-   This fixes the problem of

    ```
    > Minitar.unpack(io, path)
    ArgumentError: " 1213" is not a valid octal string
    ```

    These files are provided by the french administration and can be extracted
    by various softwares.
    Example:

-   Add specs on Minitar.unpack about non strict octal
