properly implement certificate-authority-data support

problem: 
- current impl. always tries to read from the file system
- this breaks for `certificate-authority-data`


solution: 
- use `cert_from_base64`
- add test cases


misc: 
- relax requirements in the check for reading from home directory, this is not portable. :) also we should probably go further and use a __fake__ home directory, that we prepare for this test. maybe be overriding the $HOME env variable to a temp folder that contains the expected config file.
