Review of the way we produce outputs for elements which are already
in the inactive database.

Indeed, before this patch, we were producing outputs even if there were no changes.
Now we only produce outputs if there registered element
become `ACTIVE` or `VALID` in case of syntax checking.

This patch fix #16.

Review/Update:
    * of the way we remove an element from the database.
    * of the list of the internal index to remove from the local
    configuration file when merging the upstream configuration file.

Note:
    * If the status of a domain which is in a database becomes `ACTIVE`
    it is added to the official `ACTIVE` outputs and also into the
    analytic `SUSPICIOUS` outputs.
    * We print on the screen on retest but don't produce any outputs if
    there are no changes.
