Context help: use static initial visibility setting

Using a default value from the setting store doesn't work in a Client
instance if the settings aren't finished loading before its
construction. Loading back-end settings is currently not enforced to
happen before client construction. To fix loading in situations of e.g.
slower network connections, the initial value is now statically set to
false. After the client settings are loaded, the context help visibility
is set explicitly anyway.
