ResourceManager: Implement virtualization of TPM2_PT_CONTEXT_GAP_MAX.

To signal to users that the RM handles the TSS2_RC_CONTEXT_GAP on their
behalf we set the value of the TPM2_PT_CONTEXT_GAP_MAX property to
UINT32_MAX. This commit also adds a unit test for the
`get_cap_post_process` function as well as required fixups to the
session-gap integration test.
