Explicitly set build environment to Ubuntu Xenial

Prior to this commit, the Travis CI build configuration relied on the
default OS being "Linux" (being Ubuntu) and the default Linux
distribution being "Trusty". After adding Python versions 3.6 and 3.7
to the build environment it was discovered that Python 3.7 required
OpenSSL 1.02+ which subsequently required additional build environment
changes. Therefor it was decided to explicetly state the build OS as
being linux (rather than relying on defaults) and to transition to
Ubuntu Xenial (Ubuntu version 16). Without these changes, the
Python 3.7 build would fail.
