Merge #746

746: Remove pandas interface, import pintpandas r=hgrecco a=andrewgsavage

Imports pintpandas and makes it available at pint.pintpandas

I'm not sure what to do with tests for pandas. Do we want to remove the pytest ones and replace them with one to check whether pintpandas has imported correctly?
