Fix mkdocs.py (#75)

* Update for version 3.0 of `markdown`, no positional arguments and 'headerid' plugin deprecated for 'toc'. All functionality there seems to continue to work.
* Move to Python 3 with its UTF-8-by-default file reading and writing
* Fix `flake8` warning about 'not in'
* Use context managers for files to avoid using too many file handles
* Use `webbrowser` module to preview
