This commit continues work on issue #29

ais.go modified to include the Track method
ais_test.go modified to include unit tests for the function
testdata/track.csv adds testdata for the unit tests
vars_test.go updates a few more test variables used in unit testing

go test passing

Coverage for types and methods added to ais.go is not 100%.

Next step is to drive coverage for the new methods to 100%
