Commit Message

Do not test for elpy top level module for pydoc.

If Elpy is not added to the virtualenv or PYTHONPATH explicitly,
the pydoc helper functions will not find it based on the directory
Elpy is called from. That's a pretty niche case, so we simply do
not test for it instead of adding workarouns.

Fixes part of #481
