Commit Message

Add dockerfiles for garage

Two versions were added:
- Release: image based on the latest stable release from garage
- Local: image built on top of the release image with local changes of
the garage repository

A makefile was added as well to build and run the corresponding
containers, as well as a README.md with the documentation for the docker
images.
