wrapSections: temporary empty data-parsoid workaround during porting

* In JS land, all elements get a data-parsoid attribute because .data
  hangs off to the side and on save, even if empty ({}), it gets
  serialized. But, since we don't haven't yet ported that functionality
  into the PHP version, we need this temporary workaround to eliminate
  spurious diffs.
