removed write access to policy map, added check for api limit zero value (#2028)

added changes for https://github.com/TykTechnologies/tyk/issues/2025 and https://github.com/TykTechnologies/tyk/issues/2026

Removed code was extra and introducing write access to map `policy.AccessRights` and concurrent map writes as result. I don't know why we added this piece but it was not needed.

Also added extra check to fix API Limit if it has zero value.
