Securely seed rand.Perm

We noticed that calls to rand.Perm were always returning
in the same permutations during testing. This was because
callers to onet had no idea they needed to call rand.Seed
to seed the global random number generator. As this library
is targeted at security-critical use cases, take the conservative
option and use cryptographically secure seeding for rand.Perm.

Fixes dedis/cothority#1587.
