Require Catalyst::Controller::SimpleCAS 0.994 - #44, #114

New version of SimpleCAS fixes TextTranscode functionality and also is
able to handle encoding issues with mhtml files saved by Word 2010. This
was a major undertaking and is described in this commit in the SimpleCAS
repo:
