Commit Message

Normalize URLs of the translate page

Make the 'File:' part of the translate page URL case-insensitive
and ensure that variations on case (including in the first
character of the SVG filename) are corrected and redirected to
their canonical versions.

The filename normalization is centralized into the Title class.
