<a href="https://github.com/wikimedia/PyBal/commit/f84104b70">Extend testConfigServerRemoval test case.

Change testConfigServerRemoval to also test an addition and
update of the configuration of a server, and verify whether it
handles both the removal and the update case correctly.

Test whether the updated server&#39;s .merge method is invoked,
and test whether refreshPreexistingServer is invoked for
each preexisting server (only).
