Upgrade to Gradle 5 (#810)

* Upgrade to Gradle 5

* Update code for new Checkstyle version

With Gradle 5 Checkstyle default was upgraded to 6.12. See https://github.com/gradle/gradle/issues/6622. This changed a few things in our codebase for how those rules were applied even given our existing checkstyle file. Primarily it marked all our "final" modifiers in interfaces and try with resources blocks as redundant. These fixes change that.

Also disabled PMD plugin as it was also upgraded (https://github.com/gradle/gradle/issues/6625) but caused huge amount of problems due to Lombok. May look into in a subsequent commit.

* Upgrade to nebula.netflixoss 7.0.0

Supports Gradle 5.

Added several license related fixes that were breaking the build after upgrade.

* Pin PMD back to 5.6.1 to upgrade on our own schedule

* Update build files to remove some 6.0 deprecation warnings

* Switch from Findbugs to Spotbugs

According to warnings in Gradle 5 build Findbugs is deprecated and will be removed in Gradle 6. Spotbugs is where Findbugs functionality now lives so this commit gets ahead of that migration to take advantage of the improvements in Spotbugs relative to the stagnant Findbugs.

* Fix collection of Jacoco reports for coveralls
