feat(fetch) Implement front end App
- Relocated the UI files to the Public folder
- Adopted webpack module so as to use `import/export` , `async/await`, and other es6/7 syntax
- adopted the use of @babel/polyfill to allow for fetch syntax in unsupporting browsers
-implemented fetch processes in the controller file
- refactored css for page responsiveness
- refactored test cases
- resolved bugs in controller, routes and middlewares
