feat(search functionality): Implement search functionality (#27)

and Custom filtering based on parameters, and implement article tags.

- Write tests for search functionality
- Add django-filters, taggit, taggit_serializer to settings.
- Add tags field to article model and article serializer
- Create filter class with author, title, keyword and tags as filter fields.
- Create endpoint for the search functionality.
