tui: improve scrolling behavior

The scroll area for logs now works as follows:
1. It will only scroll to the bottom once there are more lines than can
   be visible at a given time (rather than starting at the bottom).
2. When you scroll anywhere, autoscroll is disabled. It's re-enabled if
   you scroll to the bottom.
3. Scrolling up or down is bound to the edges of existing logs.
