fix skt/runner.py oversight

This patch fixes a problem that would make writing testcase here
difficult.
If we really want to find all recipes in xml root, then we need to use
'./recipe' xpath not 'recipe'.
Let's not rely on test template having <job> toplevel element.

No (other) functional changes intended.
