BrowserPanel: remove freeResources()

It claims to "free resources allocated to the browser" by doing:

    browser = null;

but it's unclear why that must be done. (In fact, most GCs do not
guarantee freeing a resource immediately once it becomes garbage.)

Also of note is that the HelpWindow, which also uses a browser, does not
have this freeResources() workaround. Since we haven't gotten any
reports of problems with the HelpWindow browser, it is likely that this
freeResources() workaround is not needed.

So, let's just remove it.
