bug 1079920 WIP - Import footnotes

The footnote section that sometimes appears after a Browser Compat table
is parsed.  References inside the table, like "[1]", are linked to text
in the footnote section, and lifted into the Support.  Caveats:
- KumaScript is currently limited to turning {{cssxref("tag")}} into
  code (vs a link on MDN).  Other KumaScript is an error.
- Warnings are issued for references to unknown footnotes, and for
  unused footnotes
- Inline text is not converted to footnotes.  This still feels like a
  task for a human.
