notif: Consolidate notification init code.

Some notification initialization code crept into the "initial fetch"
functions. There is no good reason for it to be there, so move it to
the `initNotifications` action creator.

This code will likely be improved further or possibly completely
rewritten. For now this is a simplification and improvement.
