fix(plugins): Wrap `api.directives.on.new` event in $scope.$evalAsync() call

When using ng-repeat, and maybe in other use case, gantt directive is linked before plugins directives. This cause plugins to fails to miss their template hook registration.

api.directives.on.new event is now raised in a $scope.$evalAsync() call, ensuring plugins to be loaded before directives notification.
