[#162412704] Ft allow customer account top up (#6)

* Adds tests for the account top up functionality

* Creates a bank transaction model which will be used by the transactions endpoint.

* Creates a serializer which creates the transaction and updates the account in which the transaction is happening on.

* Creates an API endpoint from which transactions can be executed.

* Allows every transaction type to be performed on its own endpoint

* Update URLs to include versioning.

* Updates tests to use a Base Class to avoid repetitively writing same code.
