OCDS - Tidy up Cove Redirects

Traffic to /validator is now redirected to /review by Apache - we don't need this here.

Also, it was causing problems - it meant the admin routes were being defined twice, leading to this warning:

    ?: (urls.W005) URL namespace 'admin' isn't unique. You may not be able to reverse all URLs in this namespace
