CA-303252 Make the multipath count a kickable socket service

Remove all trace of the daemonisation and the locking dance from
mpathcount.py so that it is a straight single process. Then create a
kickable socket service after the fashion on the USB scanner to run it
and adjust the UDEV rules to kick that service.
