Forward references in tasks and workflows (#44)

- A `Expr.Ident` can lexcially precede the referenced declarations and call outputs within a task or within a workflow. The types must still match.
- Particularly tricky in workflows with scatters/conditionals and the different type scopes they entail
- No cycle detection yet (pending)
- Accept `Array[T]` value for `Array[T]+` call input
- These changes admit gatk-workflows/gatk4-somatic-snvs-indels in test corpi.
