CML Simulation and Run Manager capability

- CMLSimulation represents the notion of a simulation (within a case directory)
  along with its state.

- CMLSimCollection provides an API for managing collection of simulation cases.
  Representing an analysis.

- CMLParametricRun is a concrete implementation of CMLSimCollection for
  performing parametric analysis over several variables.

- Introduce a new CLI caelus_sim that provides command-line interaction with
  CMLParametricRun.
