global: usage of workflow deletion commands

* Adds documentation on workflow deletion.

* Adds a better message for the workflow delete --all case.

* Adds the following flags to workflow delete command:
  --include-records hard deletes workflow data from DB
                    and shared fs.
  --include-all-runs deletes every run with the same name.
                     Other flags passed along this one are applied
                     to all workflows that will be deleted.
  --include-workspace deletes workspace from shared fs.

  No flags provided, marks the workflow as deleted and leaves the
  stored data of the workflow in the DB as well as the workspace
  intact. Cached jobs are removed in all cases.

* Deletes dummy_file.txt after test_download_file finishes.
