github: Log used authentication method, skip tests that require auth

Some tests require the GitHub API token otherwise they'll run into
the GitHub API limits on Travis. For PRs sent from a different repo
the token is not available and we have to skip the tests.

There's a unit test as well so it won't impact coverage.
