Bump uwsgi to enable test suite on Ubuntu 18.04

I'm currently running Ubuntu 18.04 on my laptop and I want to be able to
run the test suite locally, however there's a test [1] that involves
building uwsgi==2.0.14 which fails on Ubuntu 18.04 due to OpenSSL
incompatibilities.

I tried the latest version of uwsgi (2.0.17.1) instead and that builds
fine on Ubuntu 18.04, however I don't know if it will also support the
14.04 en 16.04 build environments on Travis CI... I guess there's one
way to find out 😇.
