Try to fix the python-debian issue in a different way*

The python-debian package is actually a transitive dependency via
deb-pkg-tools which was one of the reasons that made it hard to properly
constrain in the py2deb setup on Travis CI.

I've now decided to move the responsibility of correctly constraining
the version of python-debian to the deb-pkg-tools project, which as of
release 5.2 has a conditional dependency on python-debian to
automatically select the correct version.
