* Ensure new enough requests to resolve CVE-2018-18074

* Bump chardet to match new requests version

* Update expected encoding in tests

stands for `Hungarian`, however, if you'll take a look at file content
it is clearly `ISO-8859-1` or `windows-1252`
(Western European languages)

* Ensure latest version of setuptools (fix chardet dependency upper bound issue)
