Add global lock disable at codegen time (#951)

* Add 'use_locking': True to config if not there
* Output the updated config file
* Add support for 'driver_registry' key in config for finding driver version
* Add support for global 'use_locking' setting from config
* Fix incorrect repeated capabilities error reporting
* Add support for runtime disabling of locking (workaround for enabling debugging)
* Typo
* nise is the only driver (so far) that doesn't use locking
* Don't need custom templates for nise any more
* Add test for runtime locking disable
* Add test for add_all_metadata function
* Update docstring with additional information as well as a warning
* Remove runtime lock disable
* Don't put functions, attribute and enums in the config output file
* Change wording of exception and do rep cap list calculation during codegen instead of runtime
* We can only import wraps when we will be using locking
* Update generated files
* Use a question mark
* Update exception text based on PR comments
