nav: Remove `getTopMostNarrow` and tests

We no longer use the `getTopMostNarrow` selector, so remove it
and the tests associated with it.

If in future we decide to implement similar functionality, it will
likely be outside of Redux and will be using React Navigation's
`navigation` object.
