Commit Message

- Added a .dockerignore to remove a lot of intermediate/unneeded files from the docker build context
- Added example commands/expected output to the /README.md
- Changed secrets to read from RAILS_SECRET_KEY_BASE instead of SECRET_KEY_BASE to match what's in SSM
- Removed postgresql from Dockerfile, since this shouldn't be needed by application container
- Fixed a problem with running the default puma command
- Fixed a problem with the ssl_cmd.sh, wasn't using chamber so was failing to map secret_key_base and other expected values to env
