Details:

* Added the following packages to minimum-constraints.txt:
  For runtime requirements:
   - asn1crypto===0.23.0  # MIT, from cryptography -> ansible
   - docopt===0.6.2  # MIT, from stomp.py -> zhmcclient
  For development requirements:
   - bleach===2.1.0  # Apache, from readme-renderer -> twine
   - readme-renderer===21.0  # Apache 2.0, from twine
   - webencodings===0.5.1  # BSD, from bleach -> readme-renderer -> twine
  and updated requirements.txt and dev-requirements.txt with
  comments to document license and origin.

* Upgraded the minimum versions of the following packages:
  - cryptography===2.0 (was: 1.1, make docs failed on Python 3)
